The following is a quick reference for key information in the LRDC 1 994-95 Buyers Guide.
How To Place An Order (see page Gl - 17 of Buyers Guide for more details)
Information required -- your Purchase Order Number, the LRDC product order number (PON), the exact quantity of the product(s) you wish to order and whether to apply the 25% Learning Resource Credit Grant (LRCG).
Learning Resource Credit Grant (LRCG) (see pages Gl - 1 to Gl - 3)
The Government of Alberta announced the 1 994-95 LRCG program would be reduced by 5% from $9.80 per eligible pupil to $9.30. This credit grant is effective from April 1/94 to March 31/95. Please refer to pages Gl - 1 to Gl - 3 for details.
G.S.T. (see page Gl - 7)
The LRDC collects the GST on products sold to schools and customers except from those excluded from paying GST by legislation.
Price Changes (see pages Gl - 13)
The LRDC will hold selling prices until March 31, 1995, unless unusual or exceptional circumstances warrant otherwise.
Prepaid Transportation Costs (see page Gl - 8)
LRDC determines the mode of transportation and prepays all outbound shipping charges only within Alberta.

Receipt of Shipment by Customer (see page Gl - 18)
rior to signing bills of lading, check your shipments carefully to ensure that the number of parcels delivered corresponds with the number of parcels indicated on the pick/pack slip. This cross reference is required for claiming a loss or shortage.
Do not stamp or mark any product until you have carefully checked that you have received the correct product (title, quantity, edition, type, etc.). Marked or used products are not returnable. Report any discrepancies immediately upon receipt to our Customer Service and Sales department.
Payment of Accounts (see page Gl - 8)
All established charge accounts are payable on a 30-day net basis. Personal orders from individuals, including teachers, will be accepted on a pre-paid basis only. Please check your calculations carefully as products will be supplied only to the value of remittance received. Do not send cash through the mail.
"Revised" Returns Policy (see page Gl - 9)
With prior permission, incorrectly ordered or surplus stock may be considered for return for 6 months only from date of receipt. Returns will be applicable to a restocking charge to a maximum of 15%. See new restocking charges effective June 1, 1994.
Year End (March 31) Order Filling and Pricing (see page Gl - 11)
In order to ensure that a customer order is shipped prior to March 31, 1995, and invoiced at the LRDC 1994-95 selling price, the LRDC must receive the fax, mail or confirmed telephone order no later than March 17, 1995. Please note that stock levels are lowest during March and any product placed on backorder and shipped by the LRDC after March 31,1995, will be invoiced at the 1995-96 selling price.

Purpose

LRDC INFORMATION
The purpose of the Alberta Education Learning Resources Distributing Centre (LRDC) Buyers Guide is to provide product listings of all authorized learning resources that may be purchased by customers. The Buyers Guide also serves as a comprehensive listing of all Alberta Education authorized, approved and/or developed learning resources for use by teachers, students, parents and others involved in delivering the Alberta curriculum.

The Buyers Guide provides important information about the learning resources that should be used to meet learning expectations as defined in the Alberta curriculum Course of Studies and materials that could be used by teachers to enhance learning.
The LRDC requests that the school administration notify teachers that the Buyers Guide is available, where copies are placed for their use, and how to place orders. Some preferable locations are: Staff Room, School Library, Principal's Office and Department Head Offices.

The LRDC is pleased to make available to you, a facility that allows you to dial (via modem) into our computer system to inquire about the status of your order(s). This is the first of several functions that we will be offering to you in the near future. Other functions will include on-line order entry, grant and subsidy status, on-line Buyers Guide with search capabilities, an information bulletin board for special sales information about products, and product information such as pricing, authors, availability, etc.
We hope these features will be of added value to you and we will continue to seek new ways to improve our customer service to you.

a) Purpose
The purpose of the 1994-95 Learning Resource Credit Grant (LRCG) is:
To assist eligible Alberta school authorities in providing educational programming to Alberta Grades 1 to 12 students, learning resources are available at subsidized (25%) prices to a credit dollar amount maximum when carried by and purchased from the LRDC.

b) Operating Principles
An information package was sent to all school authorities on April 5/94. Refer to that package for more information.
(i) School authorities eligible to receive the LRCG are:
(a) All school authorities receiving SFPF per pupil instructional grant; Divisions, Counties, Districts,
(b) Accredited Private Schools under Section 22(2) of the School Act, and
(c) Band Operated and Federal Government administered Indian Schools.
(ii) $9.30 per eligible School Authority grades 1 to 12 students, counted as of September 30, 1 993 and under 20 years of age as of September 1 , 1 993, has been allocated ($4.66M in total) as a credit at the LRDC for the purchase of any learning resource carried by the LRDC.
Operational Procedures
c) Operational Procedures
(i) The amount of the credit for a school authority is determined by multiplying $9.30 by the number of grades 1 to 12 students as of September 30, 1993 and under 20 years of age on September 1 , 1 993.
(ii) The 25% LRCG will automatically be applied to the selling price of any product purchased from the LRDC until the full credit amount is used by the school authority. Application of the grant is made at time of invoicing.
(iii) The LRDC will charge the regular selling price after the credit amount is fully utilized.
(iv) Purchase orders will be automatically applied against the credit grant unless specifically and clearly requested otherwise. If a school does not want a particular purchase order charged against the credit, the purchase order should clearly show "DO NOT CHARGE AGAINST THE LRCG."
(v) The LRDC will record and report LRCG purchases by individual school, on behalf of the school authority, only if requested by completing Sections I and II of Appendix A of the LRCG Information package and returning it to the LRDC by April 22/94; however, purchase orders must identify the school.
(vi) Automatic charging against the school authority credit ceiling will continue until the credit limit is reached; at that point, regular LRDC billing would occur.
(vii) The LRCG applies to all school authority cash or credit purchase orders unless otherwise specified.
(viii) The 1994-95 credit ends March 31, 1995.
(ix) For annual financial accounting and reporting purposes, a receiving school authority should show the amount of credit allocation received (utilized) as a Provincial Grant Revenue and also as an expenditure.

d) LRDC Support to School Authorities
(i) To assist school authorities in managing purchases charged (expended) against this credit grant, LRDC invoices will identify the amounts of school authority and school grant, amount used and amount remaining.
(ii) The LRDC can assist school authorities in managing locally determined credit sub-allocation ceilings on an individual school basis. To commence this "optional" supportive aspect in 1994-95, the Superintendent, Business Official, or Private and Indian School Operator have to inform the LRDC that they want the LRDC to record and report the "school ceilings" option. Appendix A in the LRCG Information package provided a form for the submission of that request and pertinent summary information. It must be noted that the LRDC can record and report credit charges to a school only if the purchase order identifies the school (usually in the form of a "ship to" customer).

a) Timing and Distribution Basis
Usually in April of each year, a completely new Buyers Guide (insert) is distributed to each School Jurisdiction Central Office for further redistribution to their individual schools. The distribution ratio is an average of 1 to 3 inserts per school and the same for Central Office usage. Central office redistributes the Buyers Guide inserts to their own schools using their own criteria, but no less than 1 set per school. Schools that may have no formal Central Office such as Private Schools, Indian Band Schools, ECS Operators, Northwest Territories Schools, etc., receive one copy directly from the LRDC. Additional 1994-95 Buyers Guide recyclable inserts and binders are listed FOR SALE under "Miscellaneous" in the General Learning Resources section, Page GEN - 21 of the English and French Editions of the Buyers Guide.
b) Consolidated Supplements
The LRDC will distribute consolidated Buyers Guide Supplements again in 1994-95 which list all new authorized resources since the publication of the annual Buyers Guide. The May Supplement will be sent out as usual. The August Supplement, if required, will also include the products listed in the May Supplement; the November Supplement, if required, will include all products listed in the May and August Supplements. Old Supplements should be recycled. New Supplements should be placed after corresponding tab. This format will ensure customers will have to look in no more than two Buyers Guide sections to identify products they want to purchase.
c) 1995 - 96 Buyers Guide
The advent of an electronic ordering and an electronic Buyers Guide in 1994-95 may result in fewer paper Buyers Guides for 1995-96. It is hoped that schools would request disks, CD Rom versions or be on-line. We'll communicate this electronic evolution with you over the duration of the year.

a) The Buyers Guide's product listings are organized in alphabetical order throughout, first by program/course area and then by product name.
b) Student Basic learning resources are denoted by Student Basic (and by product boldtype) in the authorization status column in the product listings. Student Support, Authorized Teaching and other resources are also identified in the authorization status column.
c) Throughout the Buyers Guide, all sections have their own individually numbered pages within its section, ie: Gl - 1 -* General Information section, page 1;
S - 22 -* Software section, page 22; FR/DE - 3 -» French Distance Education section, page 3.
d) Student Support learning resources not stocked for sale by the LRDC are listed as "VENDOR DIRECT'. Please order these directly from the publisher/vendor using our Publisher Index section.
e) Authorized learning resources listed which may be withdrawn from the Alberta curriculum in August, 1995 or later will be identified where possible.
f) New learning resources authorized and available since the 1993/94 Buyers Guide are identified by "New" before the product title.
g) Publisher, author, year of publication/copyright, edition and ISBN of each product are provided where available.
h) Authorized Resources - "Out of Print" section lists products still authorized for the curriculum but out of print/no longer available are listed in a separate section with tab divider.
i) General learning resources, such as maps, globes, dictionaries, testing material, manipulatives, interdisciplinary resources, etc. are listed in its own section with tab divider.
j) Throughout the Buyers Guide, authorized software programs are listed but
referenced to the Software section for more detailed product information, price, etc.
k) Publisher Index section lists many vendors and addresses for easy reference.

a) Student "Basic" and "Support" Learning Resources, and Authorized Teacher Resources (print and non-print) authorized by Alberta Education. All resources support English Language Instruction and/or French Language Instruction programs.
b) Distance Education and Correspondence Education Course Materials. The
Alberta Distance Learning Centre (ADLC) develops two types of course materials that are published, printed and distributed by the LRDC:
(i) Correspondence Education Course Materials - Traditionally developed materials (older) which are identified as Correspondence Education (CE) courses.

(ii) Distance Education Course Materials - Newly designed course materials that incorporate modified learning strategies and the use of technology are identified as "Distance Education" (DE) materials.
c) Teacher "Support Documents" (located in the Alberta Education Publications section) are designed by Alberta Education primarily to communicate suggestions and offer alternatives as to how provincial policies or programs could be implemented, eg. monographs, manuals, teaching units, etc., as well as general materials such as Behaviour Disorders manual, la continuity du programme, classroom organizer, etc.
d) Alberta Education Legal, Service, and Information Publications
These publications that were once available from Alberta Education Central Support Services are available only through the LRDC. These products have a cost recovery selling price and are identified in the Alberta Education Publications Section.
e) Previously Administered Diploma Examinations (Grade XII) and Achievement Tests (Grades 3, 6 and 9) used as study copies by teachers, students and parents, are found in the General Learning Resource section.
f) Software
The LRDC stocks educational courseware (software that is subject and grade specific) and productivity software (software that is not grade or subject specific). There are many facets in dealing with software such as warranty, upgrades, new versions, licensing, single user programs, network versions, class/multi-station packs, etc. When placing an order for software please analyze your needs carefully. Software received and opened by a customer is NOT RETURNABLE. See page Gl - 17 for more details.
g) Software User Support
• Consult the Alberta Education "Computer Courseware Evaluations" reports for detailed information on some software stocked by the LRDC. These 'dated' reports are available for purchase from the LRDC and listed in the Alberta Education Publications section of the Buyers Guide.
• For additional information about software, you may contact Alberta Education Standards Branch (Ph. 427-2984 or 422-4872) and the Language Services Branch (Ph. 427-2940 or 427-4662).
• Most software vendors have "User Support" telephone numbers listed on their material to enable customers to contact vendor software specialists for detailed information.
h) Other materials such as spellers, flags, maps, etc.

a) Learning Resource Availability and Quality of Education
Educational research has unequivocally shown that the quality of education, in part, is the direct result of the appropriate type and adequate number of learning resources being available to teachers and students. Textbooks and other learning resources are primary determinants of what is taught in classrooms, and since learning resources are the focus of up to 75% of a student's learning time, the availability of learning resources is a significant factor in the quality of education of each student.
b) LRDC Mission
Our mission is to contribute toward the quality of education for Alberta Students through delivery of a range of cost recoverable products and services that include:
• acquisition of learning resources that respond to authorized curriculum
• production, assembly, sale and distribution of learning resources and related materials for the benefit of teachers and students; and
• provision of learning resources information and advisory services
c) LRDC Commitment to Quality Customer Service
We are committed to continuously evaluating and improving the quality of customer service. We strive to ensure that ordered learning resources are available on time when required by teachers and students, orders are filled with 100% accuracy all the time, and that all customers are treated in a courteous, caring and professional fashion all the time.
Quality Customer Service to us means striving to reach the following standards all the time:
(i) 100% accuracy on filling customer orders.
(ii) Treating customers with caring, courtesy, and consideration 100% of the
time. (iii) Having customers satisfied 100% of the time.
(iv) Orders shipped within 3 days of receipt during regular season (November - June) and 4-6 days of receipt during peak season (July - October), 100% of the time, (v) Lowest selling price possible.
(vi) Having happy and satisfied LRDC staff who are committed to quality customer and client service 100% of the time. a) Hours of Service
Learning Resources Distributing Centre (12360 - 142 Street, Edmonton, Alberta T5L 4X9) is open from 8:15 to 4:30, Monday through Friday. To improve customer service a telephone answering system is available to leave messages after 4:30 p.m.
b) Material Resource Centre Products and Services
The LRDC is considering some operational changes for the MRC-N and MRC-S which provide services to visually impaired students. Any changes will be communicated directly to schools.
c) Order Fill Time
The LRDC will ship orders within 3 work days of receipt during the regular season. During peak season (July - October) orders will be shipped within 4-6 work days.
d) Order Pick-up
The LRDC has no customer order counter service. Orders may be left and picked up if requested. There is a 3 work day turnaround time on these orders once received by the LRDC. Customers will be contacted when their order is ready. All pick-ups are at the north-west end of the building, unless otherwise specified.
e) Inquiries
To improve customer service, the LRDC has developed an extensive inquiry system whereby the LRDC Customer Service and Sales representatives can quickly advise you on the status of your order, product availability and LRCG status.
f) Goods and Services Tax (GST)
Some of the key elements of the LRDC application of the GST are:
• The LRDC will collect the GST on all taxable goods and services provided to schools and customers except to those who are (a) excluded from the GST legislation (Indian schools on Indian reserves and out-of-country customers) and (b) zero-rated (i.e. tax free) and have an official certificate number providing zero-rated status (provincial governments and their formally recognized entities).

• The LRDC invoices will show GST charges separate to commodities and services charges.
• The LRDC will not apply the GST on:
i) The 25% Credit Grant paid by the Alberta Government for all stocked learning resources designated for the grant and purchased by eligible school authorities.
ii) Lesson materials and texts acquired by Alberta Distance Learning Centre Registered students who register and pay their fees to Alberta Education, and
Hi) Exempt supplies as per the Excise Tax Act.
g) Credit Terms
Thirty-day credit terms are available to Alberta school authorities who are recipients of the Learning Resource Credit Grant. These terms also apply to approved schools in the Northwest Territories, Band Operated and Federal Government Administered Indian Schools, Universities and Colleges. Credit terms and charge accounts may be made available to other customers upon application.

All established charge accounts are payable on a 30-day net basis. Personal orders from individuals, including teachers, will be accepted on a pre-paid basis only. Customers are encouraged to check calculations carefully and include GST as products i will be supplied only to the value of remittance received. Do not send cash through the mail.
i) Prepaid Shipping
LRDC determines the mode of transportation and prepays all outbound shipping charges only within Alberta.
j) Markdowns
Certain products are marked down to help move our inventory. Markdown products are often well below cost. The markdown price applies only while quantities last and are non-returnable.
k) Backorders
To avoid back order problems you are encouraged to order well in advance of the time you require the resources, especially in the July to October period.
Let us know if any of your back-ordered products is a very high priority. During August to October, the LRDC uses expedited transportation systems, at an increased expense, to rush products from our vendors.

Returns Policy
I) "Revised" Returns Policy
The LRDC goal is 100% accuracy on filling customer orders all the time. Please order and receive your products carefully. Surplus stock returns need to be reported within 6 months of shipment. We want our customers to have an easy and hassle- free method of returning products and suggest a phone call/fax prior to any return being made. Our Customer Service and Sales department will take all details over the phone and give you a Return Matherial Authorization number (RMA) to identify your return when it arrives at the LRDC.
i) It is the business practice of the LRDC to accept "surplus" or "incorrectly ordered" stock, only if the given product is in new, resaleable condition; still authorized; we are not overstocked or we are able to obtain, if required, a return privilege from the publisher. The LRDC will work with you to find a satisfactory solution.
ii) A restocking and finance charge up to 15% on the total price is applied on "surplus" or "incorrectly ordered" learning resources. Please provide your LRDC RMA#, original purchase order number, LRDC pick ticket number or LRDC invoice number. Prior written/phone authorization must be obtained for such returns.

In the Buyers Guide survey of November, 1992 you stated:
• A 15% restocking charge is too high as we only make one return a year.
• We consolidate our returns to the LRDC which saves the LRDC time/money and we feel we should pay less than 15%.
• We return surplus stock promptly and believe we should receive a discount off the 15%.

Tips to Maximize Your Savings
1 . Your returns are based on purchases you make on a single purchase order.
2. Consolidate the maximum amount of products on your opening order (new school year requirements) to the LRDC.
3. After school opening consolidate the total number of products for return from your largest single purchase order. (Potential dollar savings, especially for transportation fees incurred by our customers.)
4. Return within 60 days the maximum amount of products for only a 5% restocking charge.
5. During the year consolidate your orders to the LRDC thereby allowing you the smallest restocking charge if you should have to return any surplus products.
m) Previewing Materials
A restocking and finance charge of 8% on the "selling" price will be charged for learning resources ordered for "preview" purposes and returned. All preview returns must be in new resaleable condition.

n) Product Bulletins/Sales Flyers
Periodically, the LRDC sends out product bulletins on new products or sale flyers listing products at greatly reduced selling prices. Each document includes its own ordering instructions.
o) Our Year End (March 31) Order Filling
To ensure that a customer order is shipped prior to March 31, 1995, and invoiced at the LRDC 1994-95 selling price, the LRDC must receive the order by March 17, 1995. Orders sent later may result in stock being depleted and we will be unable to fill. Please note that stock levels are lowest during March and any item placed on backorder and shipped by the LRDC after March 31 will be invoiced at the 1995-96 selling price.

Alberta Education groups student learning resources for use in Alberta schools into two categories - Basic and Support. This classification is intended to communicate the relative importance and role of student learning resource. Authorization means Alberta Education has judged these student resources as the most appropriate for a course or Program of Studies and that they have met Alberta Education criteria for acceptability.
a) Student Basic Learning Resources are those student learning resources authorized by Alberta Education as the most appropriate for addressing the majority of learner expectations of course(s), substantial components of course(s), or the most appropriate for meeting general learner expectations across two or more grade levels, subject areas, or programs as outlined in provincial Programs of Study. These may include any resource format (eg. print and non-print).
b) Student Support Learning Resources are those student learning resources authorized by Alberta Education to assist in addressing some of the learner expectations of course(s); or assist in meeting the learner expectations across two or more grade levels, subject areas, or programs as outlined in the provincial Programs of Study.
c) Authorized Teaching Resources are those teaching resources produced externally to Alberta Education, by publishers, that meet the criteria of review and usually support a student text.
A Course of Studies is a legal document prepared for each course in each subject area at each level of learning. It may be a sub-unit of a Program of Studies. The major components of a Course of Studies are the philosophy, rationale, learner expectations and a listing of basic learning resources. A Program of Studies is a sequence of

courses of study. Teachers may also want to consult an existing Curriculum Guide for suggestions on learning resource usage in the classroom.
Teachers and administrators are encouraged to consult the applicable Alberta Education "Program of Studies" and "Course of Studies" to identify appropriate learning resources for use in the classroom. These documents are available only through the LRDC and are listed in the Alberta Education Publications section in this Buyers Guide. The LRDC Buyers Guide identifies all learning resource products available from the LRDC and also is the sole Alberta Education information document that identifies all
authorized learning resources.

The LRDC has historically carried all student "support" learning resources in stock. In order to keep selling prices down, reduce overhead and deal with warehouse space, the LRDC made a major policy shift in 1992 in not stocking low selling student "support" learning resources. Details of this policy are as follows:
a) The LRDC stocks student "support" learning resources for at least one full fiscal year (April 1 to March 31) after authorization.
b) The LRDC:

(i) discontinued carrying authorized student "support" learning resources that had been in stock for at least one full fiscal year (April 1 to March 31) if:
• actual sales were below 50 units, and
• forecast of sales for the next fiscal year were also below 50 units
(ii) continued to carry authorized student "support" learning resources that had been in stock for at least one full fiscal year (April 1 - March 31), and sold less than 50 if:
• there was an insufficient number of "basic" or other resources available, and
• student/course enrolment was very low.

(13) June 1st Availability of Learning Resources
Student "Basic" resources, publisher's teachers guides where appropriate and teacher resource manuals prepared by Alberta Education that were deemed essential at the outset of development for a new or a revised program or course to have mandatory implementation in September, should be available at the LRDC for sale by June 1.
This policy allows schools the opportunity to access essential student and teacher resources for review and planning of lessons prior to the start-up of a new program in September.
The LRDC 1995-96 Buyers Guide is scheduled for early April 1995 so schools will be able to plan and order newly authorized products before school closing.

a) Selling Price of all Learning Resource Products
The LRDC identifies the selling prices for all learning resource products listed in the Buyers Guide. A 25% Learning Resource Credit Grant can be applied to the selling price by eligible school authorities when purchasing all learning resources stocked by the LRDC but only up to the limit of the grant. b) Selling Price Determination
We try to keep prices as low as possible by keeping costs low. The LRDC operates on a break-even financial objective with a cost recovery mark-up on all products sold.
