On July 3rd the Mayor and six newly elected councillors of the town of

St. Albert met for their first offic~ ial meeting in the beautifully appeint- ed Council Chamber of the Town Hall. Mr. Gordon Parkes, Secretery-Manager of the Town administered the oath of office to Mayor Wm. Veness, and then to each Councillor. Following his « sumption of office, Mr. Veness gave ‘an address of welcome to his new Ceun- cil, He stressed the need for unity, without which the future of St. Albert would be poor indeed, "Let the people who have chosen us have confidence in us" he said. "I would like to remind you of the last five years during whic! St. Albert was governed by @ Board of Administrators, very important years because the foundation was then laid for the future St. Albert, Our first duty should be to become acquainted with every facet of the town adninis- tration. Contact with every depart ment is a necessity. We need to take inventory of what we already have." He further stated that "We have oper- ated as a Council with a Secretary- Manager. Before considering making any changes in this method of govern= ment, we should study the different forms of civic administration which might suit our needs." He stressed that once decisions have been made by Council, oll members should back them, even though such decisions might not have been unanimous. "You should stand close behind your Council" he said.

A member of the former Bonrd, Mr. Kennedy, was an interested spectator and Nr. Veness thanked him for his years of fine work and the contribut- don he hed made, He asked Mr. Kennedy ‘te convey to Messrs Povter and Shogran ‘the other Government menbers of the former board, his thenks for their work in that capacity.

Parkes explain the present state of the development of St. Albert, using the fine illuminated map in the Coun- cil Chamber for this purpose.

Motions passed included one appointing Mr. Loyd Wheating Deputy Mayor. An= other set the date and time of Coun- cil meetings as the second and fourth Mondays of each month, from 6:30 to 11:00 p.m, with » half hour "coffee break". By motion of Council the Bank of Montreal will continue to handle the town's banking accounts.

‘A WORD OF APPRECIATION

The last meeting of the Board of Administrators (under the New Towne Act) was held on June 25th, The main item of business was the approval of the bud- get with the good news that the mill rete was set three mills lower than in 1961. (In next issue you wilt find a complete nesune of the 1962 budget)

The four years that St. Albert has operated under the New Towns Act were probably the most important period in its history. In thet four years we have seen its development from atetic anall town to a Dynamic new community of ever 5,000 souls. During that time the administration of the Town's business was in the capable hands of @ progressive Board of Administrators, four of whom were locally elected and three representative of Government Departments, togeth- ex with a Secretary Manager of outstanding ability, We would like to express to these men our thanks for # job well done

Mayor William Veness can be sure of unanimous support from his new council who like himself were all candidates sponsored by the Civic Electors’ Associa- tion, We hope that this Civic Electors team will quide St. Albert in the way ahead as # progressive independent town, rich in history, with a great future.

It must be an honor to be Mayor or Councillor of a Town with so many possibil— ities.

May our citizens give to their new Mayor and Councillors the support which they have every right to expect after their brilliant victory at the polls

Next week we hope to be able to comment more-fully on various aspects of the problems with which the council will be faced. This week we only pause to bring you # few interesting figures.

Last fall the Percentage of votes cast in the Civic Election was 47.2, giving an increase of 2.2% in this election. CIVIC ELECTORS’ ASSOCIATION CANDIDATES polled 64% of Totel Votes.

It came as @ surprise that John deBruijn topped the polls with 64%, as an accountant. previously unknown to most of our citizens. He was backed, not continued
